Oracle 9i is not supported under Vista... Oracle 10g R2 (10.2.0.3.0) is the earliest version supported...

Create a Virtual Machine with XP and install 9i on it. You can use vmware.

Will it not degrade the performance of the database, as there is a middle layer of virtualization in it.
