Is this licensing scenario valid? (Standard Edition One)

Hi all.

We are configuring:
- A PR environment with one database on only one server with two sockets.
- A DR environment in standby mode (replicated via archived redo logs) also on only one server with two sockets.

Is this scenario considered as a 4-socket cluster (thus needing SE)? Or can it considered as two different databases, each on 2-socket machines (thus can be adquired SEO)?

Our wholesaler has answer us that in that scenario we can adquire SEO licenses without any problem.
