Custom XML and OTA

Has anyone configured an outgoing custom XML message to pass through OTA on a 11.5.10.2 E-Business Suite. Using Designer we created a custom XML message. Works fine through Workflow to generate the message, but doesn't hand off to OTA. Do we need to create a custom DTD? The documentation isn't very clear. 1  out of 5 found this valuable. Do you?
