Oracle provides some initial information on it in Note 119119.1. ‘...There are 2 oracle provided Unicode clients you can use on Windows:..

• Oracle iSql*Plus
• Oracle SQL Developer

...If you want to use / write a Unicode application on windows then this application should be specifically written to use the Unicode API of windows, setting NLS_LANG to AMERICAN_AMERICA.AL32UTF8 is *not* enough. You should consult your application vendor or vendor of the development environment to check if and how to use this as a UTF8 client or Unicode programming environment. The popular Toad tool is NOT able to run against (AL32)UTF8 databases: "Toad does not support databases with a Unicode character set such as UTF8 or AL16UTF16" (http://www.toadsoft.com/faq2.html#special2) The "international" version, http://www.toadsoft.com/intl/international.html is the only one that can work in a Unicode (UTF8) environment...’
