The UK HM Revenue and Customs Payroll Standard Accreditation is not really appropriate for software which can be configured, it is really focused on small PC based packages that might be purchased for small businesses. Payroll Standard accreditation applies to a particular instance of payroll software. If accredited payroll software is then changed (new version, configuration, etc.) it is no longer accredited, but would need to be re-accredited. Every customer using the existing Oracle payroll product configures the system to their own requirements. This is one of the key selling points of the Oracle system. Therefore, if Oracle produced an instance of the existing UK payroll product which was tested and accredited with the Payroll Standard, none of the payroll solutions installed by our customers would be covered by this accreditation unless they made no changes to the product supplied to them by Oracle. With the existing Oracle payroll product, IR accreditation would be available to those customers who wanted it (e.g. payroll bureau), but only if that customer's particular installation of the software was tested and then accredited. In this situation the customer would own the accreditation and would be able to use the accreditation logo, but only in relation to that installation of the Oracle payroll product. New versions, upgrades or configuration would require further accreditation testing. If Oracle decided to produce a particular instance of the UK payroll software product which customers were intended to use with no customisation, Oracle could gain accreditation and customers for this product would be covered by this accreditation. However, this is not the target market for Oracle payroll at the moment.
