Oracle Designer is Oracle's CASE (Computer Aided Software Engineering) tool. It's been around for a long time, but is no longer actively being developed.developed and lacks support for new features in the database.
It can be used both to build databases (with a separate logical and physical model if so desired) and to build applications in Forms and Web PL/SQL (or even in Visual Basic, once). Some organizations have managed to build 100% generated applications, but many have either only generated a "first-cut" application and then not generated anymore, or done some kind of post-generation modification.
